If a team kicks the ball out on the full over the touch line, or the ball fails to travel at least 10 metres forward in an attempt to contest a restart from the goal-line, 20m line, or half-way line, play will now restart with a play-the-ball 10 metres out from the line of the kick and 10 metres in from touch, rather than with a penalty kick. The change will give more incentive for teams to attempt short kick-offs or drop-outs.

Don’t know how I feel about this one. On one hand I never really liked the rule as the whole team is penalised (quite heavily as well in respect to a 10 metre drop out or kick off) for a genuine mistake of one player. On the other hand I think teams will aim to get the ball back from finding touch more often as the penalty for getting it wrong is less.
If the rule change was accompanied by removing the rule where teams get the ball back for finding touch I think it would be fine. That rule has never seemed logical to me. If it was a kick from general play you wouldn’t get the ball back.
Won't the second/third tackle probably be more dangerous if a team loses either on the kick off especially? Teams always try and load up defensively on whoever is taking those runs if they give up the ball. If we give one up whether we are winning or losing I'd expect Tino, Keenan and Moe to be lining up whoever is taking those runs to try force an error if it's down field.
That's before getting into the fact that if your 8 points down with a couple of minutes to go, you now have to take more time to get those points + score two tries if a team takes the short drop out which is going to take up more time to just get a play the ball, this instead of cutting it down to 6 and teams are way happier defending on their own line with the fullback.
So many teams are going to abuse this I feel hahahhaa, I'm a bit mad that we're not in a great spot to do it with no aerial threats.
