The consortium comprising Darryl Kelly and Rebecca Frizelle is set to be handed the licence for the Gold Coast.
The NRL had been tempted by the big-money offer from eccentric businessman Stuart McAuliffe, but is poised to hand control over to Frizelle and Kelly as soon as this week.
The move will end the governing body's ownership of the club and months of speculation about its potential new owners. Frizelle and Kelly plan to eventually hand the running of the club over to the community after it enjoys a period of financial stability.

The NRL is reportedly about to sell the Gold Coast licence to Rebecca Frizelle and Darryl Kelly, who are “last standing” according to*NRL 360*co-host Paul Kent.
And they could be the last hope the glitter strip has of homing an NRL club, according to Fairfax reporter Andrew Webster.
The Titans are just the latest rugby league franchise to struggle on the Gold Coast.
“No matter what, this is it,” Webster said.
“No more chances Gold Coast. No more Giants, Seagulls, Gladiators, Chargers, whatever ... this has to be it.
“You can no longer deny Brisbane a second team with the Gold Coast franchise continually floundering along and the NRL having to tip so much money into it.”

No dip****. If another team needs to form in Brisbane, you take it from Sydney/NSW. Because once the multi-Billion dollar investment in Sydney Stadiums are completed, none of the teams will be able to afford to play at them..“No matter what, this is it,” Webster said.

The day that LG did his ACL early in 2016 Andrew Webster appeared on Sky News on sports night later that evening and said “the Titans will not win a game in 2016 and will be out of the competition in 2017”.
The guy is a big mouth and is irrelevant except for when he pays a visit to Kens of Kensington where a big mouth can be very handy. (Not that there’s anything wrong with it of course)

In a move that could have a huge impact on the game's constitutional reform, the most supported candidate to represent the NRL teams on a new-look ARL Commission has informed club chairs he may no longer put his hand up for the role.
The highly regarded Dennis Watt, who has unanimous support from the clubs as one of two club-appointed directors to join the commission next year, is weighing up his future in the game.
NRL.com understands the outgoing Brisbane Broncos chairman is waiting to find out the new ownership structure of the Gold Coast Titans, with the potential of being appointed the chair of the club if the consortium led by Rebecca Frizelle and Darryl Kelly ends up owning the club.
Watt, who is likely to base his next decision on where he believes he can have the biggest impact on the sport, has a close relationship with Frizelle and is believed to be waiting for the NRL to announce the Titans' new owners before deciding which role he will take.
Watt was favoured to join Racing NSW boss Peter V'landys as the two club-appointed directors on the newly formed commission likely to be elected in January.
Some clubs had already raised question marks over having a candidate with no NRL club experience, like V'landys, representing them, and uncertainty surrounding Watt's future will only add to the conjecture.
The clubs have until January 19 to nominate their two directors to join the ARL Commision, with 10 of 16 clubs needing to agree on a candidate before they are able to join.
